Karachi: 3 police constables arrested, IO transferred
KARACHI: The Investigation Officer (IO) in a case involving the killing of a student by three police constables was transferred while the new IO was directed to submit challan who failed to present it before the court of Judicial Magistrate, Central, Sohail Ahmed. The court has issued show-cause notice to the IO to submit challan by September 16. The courts previously issued the 17th show-cause notices to the IO to submit challan in the killing of 20 year–old Zubair
On March 21 a group of students were on their way to Thatta for picnic on motorbikes. Three of the police constables, Mohammed Irfan, Arif Hussain, and Suleman Farsi who were patrolling asked them to stop.
Instead the students accelerated their vehicles which in turn were fired upon by the patrolling police resulting in severe injuries and Mohammed Zubair who died on the spot while Saqib received severe injuries.
The FIR 164/2008 was registered against them at Taimuria police station. All the three police constables were arrested from Taimurai police the following day. In the last four months 17 show-cause (SC) notices were issued to the jail authorities and IOs but all in vain.
The first SC was issued on April 4 to the Investigation Officer, followed by another one on April 7, while three of the show-cause notices were issued by the court to the Superintendent, Investigation, and four to the DIG, Investigation, for submission of challan in the courts.
According to the law, challans were to be submitted within 15 days which were not complied with by the authorities concerned. One of the accused in the case, Suleman Farsi, has also submit bail application to Additional District and Session Judge, Gulshan Ara Chandio who already rejected it on the grounds that as challans were not submitted in the court the same could not be acceptable.
