Karachi: UTP stabbed to death in prison cell
KARACHI: An undertrial prisoner was stabbed to death in a barracks of the Karachi central prison in the early hours of Monday, jail authorities said. They said that UTP Basharat Hussain, who was a deputy director of the Malir Development Authority and faced graft charges, was allegedly killed by a fellow inmate late on Sunday night in the Rahim ward following a scuffle.
While the jail authorities claimed to have taken departmental action against three officials for their alleged negligence, the victim’s brother, Taqi Hussain, rejected the official version and alleged that his brother was “tortured and killed by jail authorities”.
The jail authorities called Mr Hussain after the incident. They shifted the body to the Civil Hospital Karachi for a post–mortem examination, which was carried out in the presence of a magistrate by Police Surgeon Dr Hamid Padhiar, forensic expert Dr Farhat Mirza and senior medico–legal officer Dr Qarar Abbasi. The report of the post–mortem examination was reserved.
Jail Superintendent Khalid Sheikh told Dawn that UTP Hussain was killed by another UTP Mohammad Ahmed, who according to Mr Sheikh was mentally challenged and often suffered from hysteria. Mr Sheikh added that at the time of murder UTP Ahmed was not feeling well.
He said that the victim and UTP Ahmed had became friends five months ago in the jail hospital and recently both of them managed to get themselves transferred to the Rahim ward, where Ahmed, using a knife, stabbed Hussain to death. He said that the suspect had been shifted to an isolation cell.
The jail authorities said that the suspect was facing trial in murder, robbery and encounter with police cases registered at the Ferozabad and Shah Latif police stations.
They said that the victim was arrested by the Anti-Corruption Establishment and had been in jail since Sept 2011. He was booked in two cases (FIR Nos 37/2011 and 38/2011) of fraud.
The New Town police registered a case (FIR 130/2012) against the suspect on a complaint of the jail superintendent.
The Monday killing reportedly sowed fear in jail, where a few weeks back a fight had broken out among some inmates.
Prisons Inspector General Ghulam Qadir Thebo suspended Assistant Superintendent Zulfiqar Pirzada, the officer in charge of the Rahim ward, and two personnel, Abbas and Irfan, for negligence from duty and initiated an inquiry into the killing.
Meanwhile, the victim’s brother demanded an inquiry and alleged that the police first tortured Hussain and then he was stabbed to death.
