Islamabad: Labourer implicated in kidnapping case tortured to death
ISLAMABAD: The Sabzi Mandi Police tortured a poor labourer to death, in torture cell of the Industrial Area Police Station and shifted him to Pakistan Institute of Medical Sciences (PIMS). The complainant in his application nominated SP (Industrial Area) ASP (Industrial Area Circle), SHO (Sabzi Mandi) and Investigation Officer (IO), alleging them responsible for this killing and requested registration of case under murder charges. The preliminary medical report and the Central Police Office (CPO) confirmed the death because of severe torture. The victim died of cardiac arrest due to brutal torture, the preliminary medical report confirmed, adding that multiple marks of bruises were found on the back as well as different parts of his body, establishing torture before the death, spokesman for the PIMS Dr. Waseem Khawaja disclosed. He, however, added that viscera (pieces of brain, heart, lungs, liver, intestine spleen, and kidney) have been sent for chemical examination to ascertain the cause of death.
Dr. Waseem Khawaja, quoting the preliminary medical report, said that victim was tortured inhumanly, adding that he was taken to hospital in critical condition at the point of death. Dr. Khawaja said that the police took the record of the deceased with them, probably, to hide the realities.
Telling background of the case, family members of the victim told ‘The News’ that Mohammad Aslam, son of Mushtaq Khan, and his teenage son Azmat were working as servants in the house of Mujahid Khokhar, a deputy director Wasa, in Sector I-10. Azmat went missing in June this year and an application of missing was lodged with the Sabzi Mandi Police Station, but the boy could not be traced out.
During the month of June, Saadat Ali, an employee of PWD who worked as part-time carpenter, was hired by Mujahid Khokhar for the work relating to carpenter and didn’t pay him bill, but implicated him in a false case of abduction of his servant.
Rizwan Abbasi Advocate High Court, counsel of the victim party, lodged a complaint with the Industrial Area Police Station on behalf of Majid Ali, brother of victim, Saadat Ali, requesting to lodge FIR against SP (Industrial Area Zone) Ishaq Warraich, ASP (Industrial Area Circle) ASP Dr. Khalil, SHO (Sabzi Mandi) Chaudhary Asjad Mehmood and Investigation Officer (IO) ASI Gul Khan on their involvement in the killing of innocent labourer.
Complainant Majid Ali, son of Mohammad Ali, resident of Street-1, Iqbal Town, Rehmat Plaza, Islamabad, in his written complaint said, “One, Aslam son of Mushtaq implicated my brother Saadat Ali in a false case (FIR No. 350/12). We, from the day one, asked the police to get satisfaction in the matter because they were not going to court as we were innocent, but they summoned my brother Saadat Ali to Sabzi Mandi Police Station for investigation. I along with Saadat Ali, brother Asif Ali and a relative Ehsanullah, went to Sabzi Mandi Police Station and met IO Gul Khan who took us to the Industrial Area Police Station and we handed Saadat Ali over to SP Ishaq Warraich, ASP Dr. Khalil, SHO (Sabzi Mandi) Asjad Mehmood and IO Gul Khan. At that time Aslam (complainant of the kidnapping case), Mujahid Pervaiz Khokhar and his two sons, Umar and Usman, were present in the police station. The police asked me and Asif and Ehsan to sit in a room in the police station. After a while, we heard cries of Saadat Ali and we witnessed that Saadat Ali was taken to torture cell by SP, ASP SHO and IO while beating him brutally. As we came out of the room, two cops pushed us into the room and locked the door from outside. We heard his cries during the torture by the said officials. He kept crying, swearing for his innocence and demanded for drinking water, but the policemen, even, didn’t bother to provide drinking water to him. Suddenly, his cries faded down and he was taken to somewhere on a vehicle, but we were informed at about 2.30 a.m. by the police that Saadat has been shifted to PIMS. We found him dead when we reached PIMS.” The complainant said in his application that they were receiving threat of dire consequences if they open their mouth against the police brutality.
Inspector General of Police (Islamabad) Bani–Amin Khan when contacted by this correspondent for his comments, said that the officials involved in the killing of the person, would be dealt with iron hand and severe action would be taken against them.
“In the light of medical board’s report, it has been proved that the person, who was died in police custody last night, died due to torture. IGP Bani-Amin Khan took the notice of this incident and said that strict action will be taken against the police officials involved in this incident and the deceased family will be compensated,” the CPO said.
Eventually, the Industrial Area Police registered an FIR (No.367/12) under sections 302 and 342 PPC against SP, ASP, SHO and IO, on the order of the IGP.
